The Education Facilities Company Limited

The Education Facilities Company Limited (EFCL) is a dynamic, fast-paced project management organization set up by the Government of Trinidad and Tobago to manage school construction and repair projects on behalf of the Ministry of Education. EFCL also provides furnishings and equipment for educational institutions and manages the annual textbook rental programme.



The Positions

1. Chief Financial Officer

Position Profile

The Chief Financial Officer (CFO) reports to the Chief Executive Officer and has full responsibility for the governance and control framework of the organization. He/She will be responsible for planning, directing and controlling the financial functions of the Company and for supporting the Board in the preparation of budgets and financial reports for Government regulatory agencies.

Attributes of the Desired Candidate

The ideal candidate should have the following minimum level qualifications:

  • A Professional Accounting Qualification such CIMA, ACCA, CPA, CMA or BSc in Accounting or related discipline.
  • Qualification as a Chartered Accountant
  • An MBA in Finance would be an asset.
  • Eight (8) years’ working knowledge in accounting and finance with at least six (6) years Managerial experience.

Evaluation of Candidates

In addition to the technical competencies required for the position, candidates would be evaluated on a number of behavioural competencies including Leadership: - the ability to inspire, motivate and bring out the best in others and Change Management: - the ability to navigate change initiatives and shape the appropriate culture in the organisation.

2. Senior Legal Officer

Position Profile

The Senior Legal Officer reports to the Corporate Secretary and will assist in planning, organizing and preparing the work program of the Legal Department. He/She will conduct research and draft complex legal documentation on issues impacting the Company’s operations and provide sound, professional legal advice to the Board of Directors and Executive Management.

Attributes of the Desired Candidate

The ideal candidate will have at a minimum an LLB and LEC with authorization to practice in Trinidad and Tobago and eight (8) years’ experience in a legal environment with experience in contract drafting. Public Sector experience will be an asset.

Evaluation of Candidates

Critical technical competencies required in this position include strong analytical and critical thinking skills and the ability to work independently. Candidates will also be evaluated on a number of behavioural competencies including, the ability to plan and organize, pay attention to detail, meet deadlines under pressure, communicate clearly, and demonstrate discretion with confidential information.

3. Legal Officer

Position Profile

The Legal Officer reports to the Corporate Secretary and will provide Legal support services to the Company. He/She will conduct research and draft legal opinions on issues impacting the company’s business and prepare briefs on matters to be presented before the Courts.

Attributes of the Desired Candidate

The ideal candidate will have at a minimum an LLB and LEC with authorization to practice in Trinidad and Tobago and a minimum of three (3) years’ experience in a legal environment with experience in contract drafting.

Evaluation of Candidates

Critical technical competencies required in this position include strong analytical and critical thinking skill, the ability to work independently and build effective work relationshps. Candidates will also be evaluated on a number of behavioural competencies including, the ability to pay attention to detail, meet deadlines under pressure, communicate clearly, and demonstrate discretion with confidential information.
